Шинель для штатских. В зимнюю стужу в России шинель согревала не только военнослужащих. Начиная с ХIХ века в суконную униформу облачилась значительная часть мужского населения страны — от гимназистов и студентов до пожарных и чиновников государственной службы. Шинели заиграли разными оттенками. Гимназисты, к примеру, носили двубортные шинели светло-серого цвета, украшенные двумя рядами серебряных пуговиц, а униформа чиновников министерства просвещения и в Академии художеств была темно-синего цвета.

the point is someone or someone's background belongs to a certain ideology.

Should we refer to Gogol's "overcoat" like in literature (as other Russian writers had been influenced by Gogol's works and experience) or what we should do is to translate it using other wordings?

Авторство ошибочно приписывается Ф. М. Достоевскому, который однажды произнес эту фразу в беседе с французским литератором Э. де Вогом. Последний понял ее как собственные слоба писателя и так ее и привел в своей книге «Русский роман» (1886).
Но в действительности эти слова принадлежат, как доказал советский литературовед С. А. Рейсер (см.: Вопросы литературы. 1968. № 2) французскому критику Эжену Вогюэ, опубликовавшему в «Rftvue des deux Mondes» (1885. № 1) статью о Достоевском. В ней он говорил об истоках творчества этого русского писателя.
В настоящем виде это выражение вошло в оборот после того, как в России вышла книга Эжена Вогюэ «Современные русские писатели. Толстой — Тургенев — Достоевский» (М., 1887).
Употребляется: для характеристики гуманистических традиций классической русской литературы.
