Η πρώτη μου σκέψη ήταν ο ψείρας, αλλά δεν πιάνει το δεύτερο μισό της λίστας χαρακτηριστικών που παραθέτεις... Οπότε σκέφτηκα:

Υπάλληλοι που «το παρακάνουν»...

που δείχνουν «υπερβάλλοντα ζήλο»...

Αμετροεπείς (αν και σύμφωνα με τα λεξικά αυτό αφορά μόνο το μπούρου-μπούρου... Έχουμε άραγε κάτι πιο generic;)
