Swedish term or phrase: resurs
Rätt till arvode uppstår då av Beställaren utpekad resurs validerat och godkänt framtaget beräkningsunderlag avseende Kostnadsreduktionen.

Does this mean a designated individual or something else in financial speak?

designated entity
Explanation:
I imagine it would often be a designated individual but not exclusively, hence my suggestion.

(cost) resource

Explanation:
You probably should give more context. Isn't your term used more than once?

In project planning (some models at least) a 'cost resource' is defined as
"Cost resources are defined as resources that let you apply a cost to a task by assigning a cost item (like a capital expenditure on equipment, or variable costs such as airfare or lodging) to that task. Cost resources are those that don't depend on the amount of work on a task or the duration of a task, such as airfare or lodging. Unlike fixed costs, you can apply any number of cost resources to a single task, making different types of costs easier to see and track."

This includes people, things, and more. This seems to be what your sentence is referring to somehow. But yeah, is your term used more often?

Explanation:
I wonder whether the passage has been correctly reproduced. It doesn't seem to me to hang together syntactically. Something seems to be missing: då av Beställaren utpekad resurs (ha varit?) validerat och godkänt *....* framtaget beräkningsunderlag avseende Kostnadsreduktionen.

Example sentence(s):
