agree  philgoddard: Or whereas. I would put 'the ministry of education' after the bit you've translated.
5 mins
  -> Thanks. I wouldn't. I would leave it exactly where the original Spanish states, if you follow the flow of the excerpt.

agree  Jennifer Levey: Also agree entirely with retaining the flow of the ST.

neutral  Adrian MM.: that permutation and combination is already in the ProZ glossaries: https://www.proz.com/kudoz/spanish-to-english/education-peda...

  -> So, what!!!!!!!! It does not mean that "Considering /Considering that" is not an another acceptable translation. https://www.proz.com/kudoz/spanish-to-english/law-contracts/... Pfff!

agree  Hernan Casasbuenas: I agree, and would also keep the flow of the original

agree  Laeticia Maris: I would also keep the flow of the original!

  -> Thank you, Laeticia.

agree  Samuel Phillips: Good answer. Some other suggestions are "acknowledging that...", "taking into account that...", "recognizing that..."

Given that

Explanation:
This is the terminology I have directly seen in many diplomas to be translated into Spanish.

"Given that" is a phrase that is most often used in academia, universities, schools, etc, especially mathematics and physics exercises1. It denotes actual evidence or facts provided to the reader or listener. The phrase can also be used as a conjunction to mean "when you consider something"2. Additionally, "given that" can be used to mean "something that is certain to happen or to be"3.

neutral  philgoddard: 'Bearing/keeping in mind' wouldn't work, but once again it's good to see you pointing out duplicated questions instead of answering them.
