This is a discussion of water needs in the municipality of Passo Fundo, RS. The paragraph below is followed by a graph with a caption. The x-axis shows the years and the y-axis shows the amount of rainfall in mm. The curve has a lot of sharp ups and downs. It's the caption that's worrying me. See below.

O dimensionamento de um reservatório na região, sem considerar este período pode subestimar o volume em cerca de 50%. A disponibilidade hídrica principal para a cidade é superficial. Para uma população 186 mil, consumo de 268 L/habitante/dia (2007) e regularizando 60% da média, as águas superficiais necessitam da ordem de 12 – 13 km2 para atender esta demanda.
