I am currently translating a few excerpts from MERCOSUL(R)'s fifteenth reunion for social development. This took place on 17th November, 2008. The general context is as follows: the ministers and authorities propose what needs to be done to improve Brazil's social development status. The document outlines strategies that must be carried out.

"A recente crise financeira mundial, originada no centro do sistema capitalista, acena para o fracasso do modelo neoliberal e do Estado mínimo, e os mais pobres não podem arcar com os prejuízos."

The word in question is a verb, but I simply cannot figure it out. Thank you in advance for your help! :-)

If you use a negative phrase like 'bodes ill for/threatens the future of', then you wouldn't translate "fracassoa'.
