What kind of "team" is it? What are they supposed to be doing? Somewhere outdoor? In what kind of environment?

I really can't see how this would fit in your text:

Hold Point means those points beyond which the stated activity must not proceed without the Superintendent's approval to proceed. The Superintendent's approval to proceed beyond the Hold Point does not relieve the Contractor of responsibility for satisfactory execution or performance of the work.

The "where to stop for Hold Points & who to contact" part agrees with this definition, but this "Field Procedure" sounds like a literal outdoor trip, not like monitoring the execution of some project.

Could you shed some more light on this story??
