In a description of recommendations for a hydro plant:

"Forsterkning av revisjonslås for å tåle avslagsbølge på 2,5 m"

I'm fairly sure that it has something to do with water flowing through the plant (or back and forth). I've found these cousins, but all attempts at proceeding further have been met with ... wait for it ... rejection:

"I kraftverkene utover på1900-tallet var det vanlig med én tilløpstunnel og flere turbinrør ned til kraftstasjonen. En viktig tilleggsfunksjon for svingekammeret var da å fordele vannet og gi det jevn hastighet rett inn mot starten av rørene. Dermed ble dette gitt navnet fordelingskammer. Andre navn har vært avdrags- og pådragskammer og utjevningsbasseng."

"Tunnelen deler seg i to grentunneler med hver sin sjakt, som har hvert sitt pådragskammer med felles avslagskammer."

Asker: Hi. I gave that some thought earlier, but I cannot see how water that has left the dam is a risk to the hydro plant. As my late uncle the elecrtrician was fond of saying: "All you need to know to be a plumber is that (water) runs downhill." (His version was not quite as genteel.)
