Clearly the first speed (because that's what's being discussed) is quicker, to move close to the generall position and then the second, slower speed is for final, accurate positioning.

The bed is most definitely not moving, i.e., it's neither a "cama rápida" nor a "mesa de marcha rápida", the drill is moving over the bed, quickly at first and then slowly for accurate positioning.
