El trabajador proponía la restitución de la categoría laboral de jefe de departamento de astronomía. Esto no implica retirar de esa categoría, ni de sus funciones, a la persona que ocupa ese cargo actualmente. Como se argumentó, en el pasado ya ha habido dos personas en la categoría de jefatura de departamento (administración en concreto), pero solo una de ellas ejerciendo las funciones del puesto. La empresa propone:
- categoría de astrónomo de soporte
Dado que es exactamente esa la categoría actual del trabajador, a la que se lo ha relegado en el proceso causante de la demanda, esta propuesta de la empresa consiste en dejar las cosas tal como están, lo cual no es aceptable. Por lo tanto el trabajador insiste en su propuesta de restitución en la categoría laboral de jefe de departamento, aunque sin las funciones propias del cargo, como se explica en la propuesta de acuerdo de setiembre de 2014.

Is this something like work ranking or labour ranking???? Are these terms used?

What category of English? There is the National Labor Relations Board in the US, the Professions Court in Canada and Industrial or Employment Tribunals in the UK, unless the claim is heard in the County Court. By the same token, the category or class of occupation will change.

Think outside the box categoría laboral de jefe de departamento de astronomía - from this it's fairly obvious that it means this guy's job title/position
Don't get too tied to translating literally here - you need to end up with natural-sounding English

neutral philgoddard : I don't think "head of the astronomy department" can really be called an occupational category. Astronomers, maybe.
