I'm going to disagree w/you - one of the few links I could find do (in the widest sense of the word) refer to the financial meaning of Einlage. Please check and/or ask client for clarification.
It seems as if there might be a right reserved to invest/participate in the project.
The only other term I know that seems related is "Einleger" (as in Einlegerwohnung (in-law apartment); you decide!
Note from asker:
After furth investigation I've discovered that this is a "Tiefbauobjekteinlegerecht" - another of the rights is for an underground railway so it sounds as if this could be connected with that.
