En Suède, la lumière est unique, et le temps passe lentement, à l’écoute du calme.
Le domaine
Frisbo se trouve par 61°58’31’’ de latitude Nord et 16°43’00’’ de longitude Est, à mi-chemin de Stockholm et du cercle polaire, à 45 km à vol d’oiseau de la ville d’Hudiksvall, dans l’ancienne province du Hälsingland.
On y arrive par une piste – pas de route – à travers la foret et les lacs.
Le Lodge est installé au sein d’un domaine entièrement boisé au milieu d’une immense forêt, et au bord du Hilltjärn, un lac sauvage et poissonneux.
A Frisbo, on peut se promener, marcher, crapahuter, nager, pêcher, et dormir, mais on peut aussi y faire du canoë, du VTT, et de la motoneige en hiver.
En fonction de la saison, on peut y chasser les grands cervidés ou on peut ramasser un bout de bois et se tailler un bol ou une cuillère.
La faune est très présente à Frisbo, si l’on sait ne pas faire trop de bruit.
Vous verrez peut être un élan, un cerf, un renard ou des traces d’ours, par de rennes : ils sont plus au Nord.
Les bois.
Frisbo est un domaine forestier : plus de 10 hectares sur 12 sont boisés.
Il est situé dans la Taïga, au nord du Hälsingland.
A Frisbo, les arbres sont très vieux, et grandissent lentement : un arbre de 30 cm de diamètre a couramment 200 ans.
La forêt est composée de résineux et de bouleau et héberge une faune et une flore d’une richesse surprenante.
Elle est aussi omniprésente : vous pourriez marcher de Frisbo à Hudiksvall – 45 km- ou à la frontière norvégienne – 500 km – ou à la frontière suédo-finlando-norvégienne – 700 km – sans jamais quitter la forêt !
Les sous-bois permettent des heures de promenade et d’observation : à Frisbo, on voit la forêt vivre, respirer, être entretenue, exploitée et replantée.
On découvre que tout ce qui n’est pas prélevé est laissé au sol : branches, écorces, souches, ce qui participe à maintenir une forêt en bonne santé, qui peut héberger de grands animaux.
La maison
Le Lodge de Frisbo a été construit en 2002.
Il est bâti sur l’emplacement d’une ancienne ferme, qui avait été convertie en foyer pour enfants en situation difficile.
En 2001, cette ferme a été intégralement détruite par un incendie et, alors que l’assureur souhaitait privilégier une reconstruction préfabriquée rapide, la communauté a préféré faire appel au savoir faire traditionnel.
40 tonnes de bois ont donc été acheminées du nord du cercle polaire- le bois qui pousse en climat froid a une croissance lente et est très serré- et les charpentiers Olof JUNGS et Robert ÖHMANS ont construit pièce à pièce une magnifique fuste : une maison dont murs et cloisons sont constitués d’arbres entiers, appareillés avec amour.
Aujourd’hui, on peut passer des heures juste à regarder comment la maison est construite.
Le centre a ensuite fermé ses portes, et la maison a été achetée par Margaret et Christer SAMUELSSON, qui en ont fait un endroit unique.
Frisbo Lodge est né de l’idée de faire partager cet endroit.
Il accueille confortablement des groupes de dix hôtes au maximum, dans la chaleur d’une maison en bois et avec tout le confort moderne.
La seule contrainte est celle de l’équipement sanitaire, moderne mais limité pour préserver le lac.
Le lac
Le Lodge est construit à moins de 100 mètres du Hilltjärnen, littéralement le lac des Hillt, famille qui a exploité la ferme pendant plusieurs générations, et le domaine est donc également connu sous le nom de Hilltjärn.
Le Hilltjärnen est un lac de Suède typique : bordé de forêt et d’ajoncs, poissonneux.
Son eau riche en tourbe est aussi étonnamment chaude en été, et il n’est pas rare que sa température soit de 24 à 25 °.
Le Hilltjärnen est accessible directement depuis le Lodge.
Un ponton à moteur (électrique) permet d’aller se baigner, pêcher, bronzer ou boire un verre au milieu du lac.
En hiver, le lac est pris par la glace, et une piste de moto neige le traverse.
On trouve dans le Hilltjärnen des perches, des brochets, entre autres.
Le lac est aussi le point d’eau des grands cervidés vivant dans les bois, et un point de chute pour les oiseaux – migrateurs ou sédentaires.
En canoë, on rejoint par un portage de quelques mètres le Bruksjön, le lac voisin.
La région de Frisbo
Le nord du Hälsingland est une région de collines, de petites montagnes, de lacs et de rivières.
Ce relief est dû à l’impact d’un météore il y a 60 à 100 millions d’années.
Cet épisode a laissé un cratère qui abrite aujourd'hui deux lacs, le Norradellen et le Südadellen, à quatre kilomètres au sud du Lodge.
Il y a aussi une plage de sable à Fönebo, sur le Norradellen, à quelques kilomètres.
La densité autour de Frisbo est de 2 à 3 habitants au kilomètre carré, répartis en plusieurs centaines de petits villages, ce qui laisse un espace naturel immense et préservé au sein duquel se trouve le Lodge.

The Estate
Frisbo Lodge sits 61°58’31’’ North and 16°43’00’’ East, midway between Stockholm and the Artic circle, 45 km as the crow flies from Hudiksvall, in the old province of Hälsingland.
A dirt track – no tarmac- will lead you through the woods and around the lakes to the Lodge.
The Lodge is situated in the midst of the woods, on a vast domain bordered by a wild and fishy lake.
In Frisbo, you can walk, hike, run, swim, sleep, sunburn, bike, canoe and fish in the summer.
You can also ski, sled, snowshoe, snowmobile and fish in the winter.
You can go hunt for big antlers, or grab a piece of wood and carve yourself a bowl and a spoon.
Wildlife is all around if you know to stay quiet.
You may come across a moose, a deer, a fox, and who knows traces of bear or a wolf. You won’t meet a reindeer though, they live farther north.
The Woods
Frisbo Lodge’s estate stretches on 12 hectares of woods in the taïga of the Hälsingland.
The trees are old and grow slowly. Because of the cold, it can take 200 years for a tree to grow 30 centimeters around.
The forest is essentially composed of firs, pines and birches, and hosts a rich wildlife.
It is also endless. You can walk from Frisbo Lodge to Hudiksvall – 45 km- or to the norwegian border – 500 km – or to Lapland and Finland – 700 km, and never go out of the woods.
The undergrowth is low enough to allow hours of walking and watching.
In Frisbo you can feel the forest live and breathe.
You can see it being taken care of and replanted. Branches, stumps and bark are left on the ground to fertilize and help maintain wild life and big animals.
The Lodge
The house was built in 2002, on the ruins of the old farm which had been converted in a care center for children in difficult situations.
In 2001, the farm was entirely destroyed by a fire.
While the insurance company wanted a quick and cheap reconstruction, the local community privileged traditional methods and know how.
40 tons of artic wood, very dense because of the cold, were brought in from the north of the artic circle and crafted by the carpenters Olof JUNGS and Robert ÖHMANS.
They built with love and craft this magnificent traditional cabin, with whole logs and special sweedish joints.
The house was then bought by Margaret and Christer SAMUELSSON who made it even more special.
They finally sold it us, the couple of French who are going to host you.
The Lodge is very comfortable and fully equipped and can host up to ten guests.
As we take particular care of our beautiful environment, use of the sanitary equipment can be limited.
The Lake
The Lodge is built on the Hilltjärnen, the lake of the Hillt, by the name of the family who worked the farm for several generations. The domain is therefore also known as Hilltjärn.
The Hilltjärnen is a typical sweedish lake bordered with woods and reeds, which host a lot of fish: pike, perch, trout.
The peated waters get pleasantly warm in the summer – 24-25°c - and allow nice and cooling swims.
It freezes hard in the winter and allows skating, while the snowmobile track crosses over.
The lake is also a water point for many animals around, including moose, and a resting stop for local and migratory birds.
You can also canoe around and pass to the next lake over, the Bruksjön, by a short carrying.
Around Frisbo
The north of the Hälsingland is a region of hills, low mountains, lakes and rivers.
It was designed so by a meteorite impact 60 million years ago.
The crater filled with water and is nowadays two lakes almost in one: the Norradellen and the Südadellen, 4 km south of the Lodge.
These lakes host a local and specific type of trout and offer many very nice bathing spots.
One of them is just down the road from the Lodge, on a nice and sandy beach in Fönebo.
You will not be bothered too much by the neighbors around since the population density of the region is 2 to 3 inhabitants/km2.
And most important, in the whole of Sweden, Allemansrätten (Right of public access) means that you can camp or picnic anywhere, provided you don’t stay more than a day or two, and tell the neighbors when you settle near a property.
In summer, many local farms have visiting hours and sell their own products.
In winter, Hassela ski resort is 25 km from the Lodge.
There is also a number of historical and pre-historical sites which expose antic rune stones.

ABSTRACT. Successful drugs policy must be driven by thoughtful principle
and intergovernmental consensus, not by departmental or legal inertia, nor by public (mis)conceptions about drug use. Perhaps the most pressing
choice for drugs policymakers at present is between harm reduction and
abstinence approaches to drugs policy. To choose between these two
approaches, we need to know addiction’s normative status: is having an
addiction a misfortune or a harm in its own right, even setting aside
knock-on health and wellbeing consequences? We argue that the harm of
addiction is driven by poor policies, but that harm is not inevitable.

I. INTRODUCTION
Since the mid-twentieth century, criminal law has been at the core of
governments’ regulatory approach to drugs in most, if not all
jurisdictions globally. Drug use, however, is by nature a public health
issue in the first instance: criminal law is used as a vehicle for advancing
public health aims, while also addressing the fallout from criminalisation
itself, such as black-market-associated violence. Inevitably, other areas of
law and policy must be engaged to handle (what, because of
criminalisation, is) illicit drug use, since many issues arising from the
use of illicit substances simply cannot be handled as matters of crime.
In the UK, for example, responsibility for drugs policy sits with the Home
Office, who have competence in criminal matters; but other governmentdepartments, such as the Department of Health and Social Care, and the Department for Education also must play a role in the overall strategy.

Depuis le milieu du vingtième siècle, la réponse pénale a été au coeur de l’approche réglementaire des gouvernements en matière de drogues devant la plupart, voire toutes les juridictions du monde.
La toxicomanie est cependant par nature et en premier lieu un problème de santé publique : le droit pénal n’est que le véhicule utilisé pour atteindre les objectifs de santé publique, tout en s’attaquant
aux retombées de la criminalité elle-même, telle que la violence associée au marché noir. Inéluctablement, d'autres domaines du droit et de la politique doivent être engagés pour traiter (ce qui, en raison de la criminalisation, est) la consommation de drogues illicites, puisque tous les
problèmes issus de l’usage de substances illicites ne peuvent se résoudre uniquement du point de vue pénal. Au Royaume-Uni par exemple, c’est au Ministère de l’Intérieur qu’est confiée la lutte
anti-drogue, pour laquelle il dispose de compétences en matière pénale ; mais d’autres ministères comme le Ministère de la Santé et des Affaires Sociales et le Ministère de l’Education jouent un
