English to French: From Short Food Supply Chains to Sustainable Agriculture in Urban Food Systems: Food Democracy as a Vector of Transition Detailed field: Agriculture
Source text - English In industrialized nations, local food networks have generally been analyzed through alternative food systems, in spite of the fact that they are much more diverse than this would imply. In France, ‘short food chains’ are both a continuation of a long tradition and a recent trend which now extends beyond activists, to consumers and producers as well. This paper will explore the conditions under which these chains can change the practices and knowledge of ordinary actors in urban food systems, from producers to urban consumers and policy-makers, in the area of agriculture and sustainability. It will consider the case study of the creation and development of an urban open-air market which has been analyzed using intervention research with input from economic sociology. We will highlight how personal relations, which are encouraged by a participatory context, support the evolution of practices and knowledge. We will also illustrate how a system of produce labelling has emerged as a mediation resource, and has increased changes as well as participation within the re-territorialization of the urban food system. By describing a concrete expression of food democracy which is spreading in France via a free collective trademark, and by showing its role in the transition of ‘ordinary’ actors towards a more sustainable agriculture, this paper will shine new light onto local food chains as well as traditional short food chains, and will call for more research on the subject.
Translation - French Dans les pays industrialisés, les réseaux alimentaires locaux ont généralement été analysés à travers des systèmes alimentaires alternatifs, en dépit du fait qu'ils sont beaucoup plus diversifiés que ceux-ci pourrait montrer. En France, les «circuits courts» sont à la fois le prolongement d'une longue tradition et une tendance récente qui s'étend désormais au-delà des militants, mais aussi jusqu’aux consommateurs et producteurs. Cet article explorera les conditions dans lesquelles ces chaînes peuvent changer les pratiques et les connaissances des intervenants ordinaires des systèmes alimentaires urbains, des producteurs aux consommateurs urbains et aux responsables politiques, dans le domaine de l'agriculture et de la durabilité. Il examinera le cas d’étude de la création et du développement d'un marché de plein air urbain qui a été analysé à l'aide de la recherche d’intervention avec l'apport de la sociologie économique. Nous soulignerons comment les relations personnelles, encouragées par un contexte participatif, soutiennent l'évolution des pratiques et des connaissances. Nous illustrerons également comment un système d'étiquetage des produits est apparu comme une ressource de médiation, et a augmenté les changements ainsi que la participation à la reterritorialisation du système alimentaire urbain. En décrivant une expression concrète de la démocratie alimentaire qui se répand en France par la voie d’une marque collective libre, et en montrant son rôle dans la transition des intervenants «ordinaires» vers une agriculture plus durable, ce document apportera un nouvel intérêt aux chaînes alimentaires locales ainsi que sur les chaînes alimentaires courtes traditionnelles, et appellera à plus de recherche sur le sujet.

Cette crise est un révélateur des limites de l’interdépendance des chaînes de valeur à travers le monde. Les consommateurs ont repris conscience de l’importance de bénéficier d’un accès à une alimentation de qualité. L’origine France et les circuits courts sont mis en avant et les liens entre consommateurs sont renforcés. A cela s’ajoute le bilan environnemental des productions importées.
L’agriculture française est réapparue comme une pièce essentielle de l’économie du pays. Le mot de souveraineté alimentaire refait surface après avoir été considéré pendant des décennies soit comme acquis, soit relégué au second plan, notamment à l’échelle de l’Union européenne.
Relocaliser une partie de notre production agricole signifie promouvoir une autonomie alimentaire de nos territoires dans un rayon restreint (jusqu’à 100 km). Plusieurs études ont ainsi montré que le taux d’autonomie alimentaire des 100 plus grandes aires urbaines n’atteignait que 2,1% en moyenne.
La relocalisation de la production de notre alimentation permettrait également d’augmenter la valeur ajoutée créée en amont et en aval du maillon de la production agricole.
L’objectif de relocalisation de l’alimentation est ainsi de taille pour faire en sorte que l’agriculture ait une place importante dans le plan de relance de l’économie.
Les Chambres d’agriculture présentent différentes mesures qui doivent s’inscrire dans une stratégie européenne de souveraineté alimentaire et de relocalisation de la production agricole qui peut être déclinée dans les Plans Stratégiques Nationaux de chaque Etat-membre.

This crisis is indicative of the limits of the value chains’ interdependence around the world. Consumers have come to realize the importance of having access to quality food. The French origin and short circuits are highlighted and links between consumers are strengthened. In addition to this is the environmental record of imported products. French agriculture has reappeared as an essential part of the country’s economy. The word food sovereignty is coming back after having been taken for granted or relegated to the background for decades, notably at the level of the European Union.
Relocating part of our agricultural production means promoting food self-sufficiency in our territories within a restricted radius (up to 100 km). Several studies have shown that the food self-sufficiency rate of the 100 largest urban areas used to average 2.1% only.
Our food production relocation would also make it possible to increase the added value created at the start and end of the agricultural production link.
The objective of relocating food is therefore important to ensure that agriculture has an important place in the economic recovery plan.
The ministry of Agriculture present various measures which must be part of a European strategy for food sovereignty and the relocation of agricultural production which can be set out in the National Strategic Plans of each member state.
