Source text - English Many people within and without the continent are understandably impressed by the strong levels of economic growth that have been recorded in so many African economies in recent years. Some regard this as merely a function of booming commodity prices; while others believe that the continent’s economic fortunes have finally turned for the better and are set to follow the lead set by Southeast Asia and Latin America.
The truth lies somewhere in between. There has been an economic dividend from the ending of the Cold War and the resulting, gradual dissipation of many armed conflicts on the continent. At the same time, an end to strict structural adjustment policies and a focus on poverty reduction have resulted in a more intelligent approach to economic development that recognizes that sometimes state control is best; sometimes private sector competition is most effective; and perhaps most often, that public-private partnership is the best option.
In short, the theory of one-development-size-fits-all applied largely and almost exclusively to Africa, has been shown up to be absurd and abandoned by most intelligent thinkers on the continent. Africa, as the people of the continent have had to repeat ad nauseam, is not one country but a very eclectic collection of 54. The world of international business has found the hard way that you have to treat each country on its own if you hope to succeed.
There is no doubt that the unprecedented period of economic growth has coincided with the shift of momentum towards Africans taking more control of their own economic, political and social destinies.
Yet more is required if this period of improvement is to be sustained in the longer term and indeed converted into a full-scale boom. Further improvements in governance, infrastructure and education are required if the continent’s economic base is to be widened, much-needed employment created and living standards improved.
This has led to the creation of many new think-tanks across the continent to consider exactly how this momentum can be sustained, both in theory and in practice.
Translation - Spanish Dentro y fuera del continente, muchas personas están sorprendidas, con toda razón, por los notables niveles de crecimiento económico que se han registrado en muchas economías africanas en los últimos años. Algunos atribuyen este crecimiento simplemente al alza de los precios de los productos básicos , mientras que otros consideran que el destino económico del continente finalmente ha tomado la dirección correcta y se encamina a seguir el ejemplo de Asia Sudoriental y América Latina.
La verdadera razón yace en un punto intermedio. El fin de la Guerra Fría y la gradual y consecuente extinción de muchos conflictos armados en el continente trajeron beneficios económicos. A su vez, el cese de las políticas de ajuste estructural estrictas y la centralización de los esfuerzos en la reducción de la pobreza han derivado en un plan de desarrollo económico más inteligente en el que se reconoce que, a veces, el control estatal es lo ideal; que, en ocasiones, la competencia del sector privado es más eficaz, y que, probablemente en la mayoría de los casos, la mejor opción es una colaboración público-privada.
En resumen, se ha demostrado que la teoría de un enfoque de desarrollo único aplicada sobre todo y casi exclusivamente a África es absurda y ha dejado de ser avalada por las mentes más brillantes del continente. África, como han repetido hasta la saciedad los habitantes de dicho continente, no es un único país, sino un conjunto sumamente ecléctico de 54 naciones. En el ámbito del comercio internacional, se ha aprendido, tras varios tropiezos, que cada país debe tratarse de forma individual si se desea tener éxito.
Indudablemente, este período inédito de crecimiento económico ha coincidido con el impulso renovado de los africanos a ejercer mayor control sobre su propio rumbo económico, político y social.
Aun así, todavía queda camino por recorrer para sostener este período de progreso en el largo plazo y materializarlo efectivamente en un crecimiento a gran escala. Es necesario que se produzcan más mejoras gubernamentales, infraestructurales y educativas si se desea ampliar la base económica, crear puestos de trabajo, sumamente necesarios, y elevar el nivel de vida.
Es por ello que se han creado una gran cantidad de nuevos laboratorios de ideas en todo el continente que se dedican a evaluar exactamente cómo se puede sostener este impulso, tanto en la teoría como en la práctica.
