Il perché di una rete
Uniplantex, è una Rete di Aziende specializzate che tramite apposito contratto, previsto dalla Legge italiana n.122 / 2010, ed una spinta integrazione organizzativa, si propone come unico interlocutore esecutivo, gestionale, di coordinamento e legale-amministrativo.
I Clienti dialogano con Uniplantex, ma in realtà a loro disposizione c’è un insieme strutturato ed organizzato di Aziende multidisciplinari che operano congiuntamente come fossero un’unica azienda.

Source text - Italian L’analisi delle criticità pone in definitiva il tema della sostenibilità di un sistema che, se da un lato è stato efficiente per molti anni e ha garantito, grazie al processo di genericazione e alla partecipazione alle gare di imprese produttrici di farmaci generici, un costante abbassamento del prezzo dei farmaci, dall’altro si trova ora schiacciato tra incrementi di spesa e tetti di spesa inadeguati.
La sfida è quindi di rendere nuovamente sostenibile il funzionamento del sistema ospedaliero, non solo attraverso tagli di spesa: sarà necessario un ripensamento complessivo della governance sanitaria. Accanto a questo processo di ampia portata, è possibile portare all’attenzione alcuni orientamenti di policy che potrebbero essere utili a migliorare il funzionamento delle gare ospedaliere.
Gare economicamente vantaggiose
Le gare per la fornitura di medicinali vengono aggiudicate attraverso la procedura del prezzo più basso, quindi attraverso una gara in cui ai fini dell’aggiudicazione conta solamente lo sconto che le imprese offrono rispetto alla base d’asta.
Nulla osta, tuttavia, alla introduzione di meccanismi di gara economicamente vantaggiosa, in cui oltre agli elementi di prezzo possano essere valutati altri elementi qualitativi che aggiungano valore all’offerta stessa.
In particolare, gli elementi che andrebbero ad assumere un peso nella valutazione potrebbero includere: la disponibilità di dosaggi, la presenza di eventuali devices per la somministrazione/trasporto, l’affidabilità del fornitore (in termini ad esempio di solidità economico-finanziaria o di merito creditizio), la capacità di incidere sul costo del ciclo di vita (richiesto peraltro dalle nuove normative e indirizzo portante delle politiche europee).
Translation - English The above analysis of critical challenges puts a spotlight on the question of the sustainability of the hospital system – a system which, on the one hand, was efficient for many years and was able to ensure a constant reduction of pharmaceutical prices, in part thanks to genericisation and the participation of generics companies in tenders, but, on the other hand, is now squeezed between spending hikes and inadequate spending ceilings.
The challenge is to render the operation of the hospital system sustainable once again, not just through spending cuts but through a comprehensive rethinking of healthcare governance. Alongside this broad process, we can call attention to some policy guidelines that could help to improve the operation of hospital tenders.
Cost effective tendering
Tenders for medicine procurement are adjudicated to the lowest price, so that in the end what counts is the discount that companies offer with respect to the starting price for bids.
However, nothing stands in the way of introducing mechanisms to make tenders more economically advantageous by taking into account not only prices but also qualitative elements that add value to the bids on offer.
In particular, elements that should be given some weight in the evaluation include the availability of different medicinal strengths and of any devices necessary for the medicine’s administration, the reliability of suppliers (for instance in terms of financial solidity and credit rating), the ability of the supplier to affect the life-cycle costs of the product (an aspect required by new regulations and an orienting principle of new European policy).

I have a B.A. in Philosophy from the University of Alabama in Huntsville, as well as an M.A. and Ph.D. in Philosophy from the University of Notre Dame. As a doctoral student, I got the opportunity to travel widely to conduct research: I visited Canada, France, and Italy; and spent several months in the U.K. and almost two years in Germany. After my Ph.D., I worked as a post-doctoral fellow in Italy. Additionally, I traveled as often and as widely as I could in my free time. All of these experiences nurtured my love of different cultures, places, and above all languages.
A good translator needs not only to speak a language, but also to have strong writing skills in the target language. I speak 5 languages - English, Italian, Spanish, French and German - but the language most central to my personal, creative, and academic experience is English. This is why I only translate into English. I am fully fluent—not only linguistically but in a literary and cultural way—in Spanish and Italian, which is why I prefer to translate from these two source languages.
My favorite activities in addition to writing and translating are reading, knitting, doing yoga and spending time with my two-year-old son.
