新华网评:楼市调控如何防止开发商“做局”?

据媒体报道,中央一再强调房地产调控不放松,然而,总有一些人不甘心,例如有些开发商乃至一些学者,整天“唱高”房价,误导消费预期。
可以说,从去年后半年开始的少数一二线城市房价上涨,与一些开发商、个别学者以及少数媒体的“组团忽悠”不无关系。特别是少数开发商和在地产界较为活跃的个别学者,利用其影响力不断放出“房价要涨十年”、“那些期待降价而不肯买房的人都是傻瓜”、“房地产行业应该取消限购”等言论,严重干扰了市场预期。
一些开发商“组团忽悠”的背后,维系的是其在房地产开发上的巨大利益。一项调控措施好不好、对不对路,并不能看开发商叫得凶,而要看实际效果。从限购政策出台以来的情况看,中央楼市调控的效果还是明显的。如果开发商竭力反对,甚至呼吁决策层取消,那么,这项调控政策肯定“对路”,就需要坚定不移地执行下去。比如,被开发商批得体无完肤的限购政策,就恰恰证明这项政策是最直接、最管用的。
当前一些开发商“组团忽悠”楼市调控,意图很明显,应引起地方政府的警惕。此前,北京市委书记郭金龙呼吁百姓要防止开发商做局,将北京套进去、将政府套进去;近日,北京市委常委、副市长陈刚表示:“不要被开发商‘忽悠’了,对于地产调控,政府还有手段”,体现的就是地方政府的清醒认识。
如何防止开发商“做局”,关键在于政府调控的决心。面对一些开发商屡屡“唱高”楼市,地方政府和相关管理部门应该思考的是,落实楼市调控政策的态度是否足够坚决,执行限购政策是否认真到位,对房价上涨的苗头是否采取了及时、有针对性的措施。只有让百姓看到房价的实际调控效果,开发商们的“组团忽悠”,最终也就只能把自己忽悠进去。 | Translation - English Xinhua Web commentary: How to prevent property market regulation being undermined by developers

The central government has again emphasised that it will not relax controls in the property market. However, there are still some who refuse to recognise this, and there are still developers, and even academics , who spend all daytalking up property prices with the intention of boosting expectations for property prices.
This is not unrelated to the property price rises in a number of first and second tier cities in the second half of last year. Nor is it unrelated to the organised conspiracy to talk up the market by a small number ofdevelopers, academics and a few members of the media. In particular, some developers and academics active in the property world use their influence to put out statements such as "property prices will rise for ten years", "those who don't buy property because they expect prices to fall are fools", "the property industry should remove limits on buying". These statements encourage misleading expectations for the property market. This organised conspiracy is held together by the huge benefit it stands to gain from property development. The quality or appropriateness of a regulatory policy should be judged by its results and not by how loudly developers complain. The results of property market regulation since the introduction of purchase limits have been obvious. When developers are vigorously opposing regulation , even calling on policy makers to withdraw it, then that means that the policy is on the right track and just needs to be unwaveringly implemented. For example, the vicious criticism directed at the limits placed on property purchases only shows that this policy is correctly targeted and effective.
The aim of some developers in criticising regulation of the property market is transparent and local government should be vigilant. Previously, Beijing Party Secretary Guo Jinlong called on the public not to be deceived by developers' attempts to manipulate the city of Beijing and the government. Recently Beijing Party Committee member and Vice Mayor Chen Gang showed that local administrations clearly understand the situation when he warned "Don't be duped by developers, the government still has further property regulations up its sleeve." The key to preventing manipulation by developers is the government's resolve in implementing controls. Faced with developers constantly talking up the property market, local government should consider whether their approach to property market regulation is sufficiently vigorous, whether their implementation of purchase limits has been sufficiently serious and whether they have responded in a timely fashion to signs of property price increase. The public will wait to see the real effects of property regulation on prices. In the end developers' tricks will only trick themselves. |

Abstract: Marx's 'Notes on Maxim Kovalevsky's "Communal Land Ownership: The Causes, Process, and Consequences of Its Disintegration", despite being world famous for its definition of feudalism, is not well known in China. The deep significance of this book goes well beyond the text itself. It is a final proof and completion of the theory of historical-materialist multidimensional historical tendencies. Through a comparison of Marx's thought at different periods on the unity of history and the diversity of thought, I aim to show that agreement and interaction between the two is a logical progression in the development of Marxism. Understanding Marx's theory of feudalism and the multidimensional historical tendencies that he investigated all his life contributes greatly to widening our horizons and thoroughly understanding the great spirit of Marxism. |
