Educational, Scientific and Cultural Organization (UNESCO)
and the United Nations High Commissioner for Refugees
(UNHCR), is intended for policy-makers and implementers in
ministries of education, civil society organizations, and donor and
development agencies involved in emergency, reconstruction and
development responses.
It examines the current situation with regard to confl ict, displacement
and HIV, and notes the protection risks faced by
refugees and Internally Displaced Persons (IDPs). It recognises
the importance of education for aff ected populations, and refers
to the existing and signifi cant work undertaken to develop
minimum standards for education in emergency situations.
The paper then focuses on the key components of education
sector responses to HIV and AIDS, and addresses the policy
and programmatic measures required to address the prevention,
treatment, care and support needs of refugees and IDPs
as well as the HIV-related stigma and discrimination that they
often face. The paper concludes with a number of recommendations,
including a call to ministries of education, civil society
organizations, and their development partners to:
• Coordinate HIV and AIDS education for refugees and
IDPs with other educational initiatives at the country,
sub-national and organizational levels in order to avoid
duplication of eff orts and to maximise the eff ective use
of human, fi nancial and material resources.
• Promote the principles put forward in the Dakar Framework
for Action, including the achievement of the six
Education for All (EFA) goals by 2015.
• Meaningfully involve communities in programme
development, implementation, monitoring and evaluation.
• Scale up and make programmes more comprehensive
over time and across displacement phases.
• Customise the message in consultation with the
community.
• Monitor and evaluate programmes to guide future
actions and take corrective measures when needed.
The analysis and recommendations off ered in this paper are
based on the:
• Long programmatic experience of UNHCR in safeguarding
the rights and well-being of refugee populations;
• Conceptual framework1 of EDUCAIDS, the UNAIDS
Global Initiative on Education and HIV & AIDS, led by
UNESCO. A multi-country initiative, EDUCAIDS supports
the implementation of comprehensive national education
sector responses to the HIV and AIDS epidemic;
and
• Application of the Minimum Standards for Education
in Emergencies, Chronic Crises and Early Reconstruction
(MSEE), developed by the Inter-Agency Network for
Education in Emergencies (INEE) and the Guidelines for
HIV/AIDS Interventions in Emergency Settings, developed
by the Inter-Agency Standing Committee (IASC) to
orient the educational response to HIV and AIDS.
As further programmatic and policy experience emerge,
UNESCO and UNHCR envisage the production of additional
guidance and support materials for the formulation and implementation
of comprehensive educational responses to HIV
and AIDS for refugees and IDPs. As such, this paper should be
considered the fi rst of a series of technical materials aimed at
supporting responses for these populations.

Analiza la situación actual respecto al conflicto, el desplazamiento y el VIH, y señala los riesgos para la protección, enfrentados por los refugiados y las Personas Desplazadas internamente (PDI). Reconoce la importancia de la educación para las poblaciones afectadas, y hace referencia al trabajo existente y significativo que se ha realizado para desarrollar normas mínimas para la educación en situaciones de emergencia. A partir de ahí, el documento se centra en los componentes clave de las respuestas al VIH y SIDA a producirse en el sector educativo, y aborda las medidas políticas y programáticas que se requieren para atender las necesidades de prevención, tratamiento, atención y apoyo de las personas refugiadas y desplazadas internamente, así como para abordar la estigmatización y discriminación que a menudo enfrentan respecto al VIH. Displaced populations carry their knowledge, skills and life’s experiences wherever they go. Some bring precious productive assets: their tools, working animals, or financial capital. Livelihoods interventions in UNHCR allow refugees, asylum seekers, internally displaced people (IDPs) to protect and build their own resources, and forge their own futures. This is critical to maintain their sense of purpose and normality, and their dignity. Self-reliance amongst the displaced also benefits host communities through the social, economic and cultural dynamics it generates. Investing in livelihoods is essential to curb the costs of assistance and protection, and enhance preparedness for return, local integration, or resettlement.

Source text - Spanish Durante el 2008, fue conducido un estudio en 20 comunidades del estado de Chiapas México, con 120 mujeres microemprendedores con el fin de conocer el impacto de programas y políticas estatales, federales y municipales centrando los cambios derivados de la participación de mujeres en pobreza en actividades económicas y productivas que buscan su integración equitativa al desarrollo. El período estudiado abarcó políticas que fueron implementadas durante los años 2001-2007.
Los objetivos específicos fueron conocer la percepción de las mujeres emprendedoras apoyadas mayoritariamente por instituciones gubernamentales y no gubernamentales y conocer si hubo mejoramiento de ingresos, vivienda, salud, toma de decisiones y distribución de recursos dentro de la familia. Esto se realizó mediante una encuesta con 60 mujeres. Al mismo tiempo con 20 mujeres líderes se recuperó su historia de vida para conocer en profundidad la articulación entre los ejes de emprendimiento, agencia y liderazgo en contextos rurales, urbanos, indígenas y no indígenas. Con 60 mujeres se realizaron talleres focales para conocer la relación entre las políticas y los mecanismos de participación de las mujeres en la gestión de sus demandas. Y si ello incidió en beneficios para las mujeres.
Lo anterior en el marco de la discusión sobre la transversalidad de género y desarrollo y si su incorporación al sector institucional puede ser un elemento transformador de la realidad social y económica de mujeres viviendo en pobreza.
Translation - English WOMEN LEADERS AND THEIR AGENCY: SIX YEARS OF GENDER POLICIES IN CHIAPAS
In 2008, a study was conducted of 120 women and their micro-enterprises in 20 communities in the state of Chiapas, Mexico, with the aim of assessing the impact of federal, state and municipal policies. The study focused on changes brought about by the participation of poor women in economic and productive activities aimed at their equitable incorporation in development. The study analyzed policies implemented between 2001 and 2007.
The study specifically sought to understand the perception of women entrepreneurs who had received governmental and non-governmental support, and see if improvements had come about in income, housing, health, decision-making and income distribution within the family. This was carried out through a survey of 60 women. At the same time, life stories were compiled of 20 women, in order to gain a deeper understanding of the link between entrepreneurship, agency and leadership in rural, urban, indigenous and non-indigenous settings. Workshops were held with 60 women to analyze the relationship between policies and the mechanisms for women’s participation in advocating for their needs, and whether that had led to their benefit.
The study took place within the framework of the debate regarding whether or not gender and development mainstreaming in institutional policies can contribute to transforming the social and economic reality of women living in poverty.

Artículo 1o.
La Asociación Chilena de Protección de la Familia es una Corporación de derecho privado, sin fines de lucro, no controlada por intereses comerciales, regida por el Título XXXIII del Libro I del Código Civil y por las demás disposiciones legales y reglamentarias aplicables a esta clase de personas jurídicas. Se constituye en forma legal en Santiago de Chile el 10 de Junio de 1965 y adquiere personalidad jurídica por decreto 2194, el 5 de Septiembre de 1966, publicado en el Diario Oficial el 24 de Septiembre de 1966.-
La Asociación puede también usar la sigla APROFA.
Artículo 2o.
La Asociación tendrá su domicilio en la ciudad de Santiago, sin perjuicio de establecer sedes en otras ciudades del país.
Artículo 3o.
La Asociación Chilena de Protección de la Familia es una Corporación de carácter filantrópico y voluntario, apolítica, respetuosa de todos los credos religiosos y ajena a toda discriminación étnica, socioeconómica, política, de género, edad y discapacidad física.
Su doctrina fundamental está inspirada en la dignidad humana, la libertad y la justicia. Ella concibe a la persona como un ser integral en sus dimensiones biológica, psicológica, social, cultural y espiritual y reconoce a la familia como unidad fundamental de toda sociedad y comunidad humana.
Artículo 4o.
El objetivo principal de la Asociación es la promoción del bienestar integral de la familia en Chile, en especial de los sectores más desposeídos y necesitados de la sociedad.
Se hará especial énfasis en el fortalecimiento de la condición social de la mujer y adolescentes, en los sectores más desposeídos y necesitados de nuestra sociedad y se continuará la expansión a los campos de la salud sexual y reproductiva.

técnica, financiera y administrativamente en el campo del bienestar y
de la planificación familiar, para lo cual tenderá a:
a) Promover el bienestar de la familia, la salud sexual y reproductiva de sus integrantes, patrocinando¬ la planificación familiar voluntaria y sin coerción, dentro del marco de la salud, la paternidad y sexualidad responsables.
b) Promover y efectuar actividades de preparación para la vida en familia, especialmente en las áreas de educación y salud, a fin de que se impartan en todas las etapas de la formación de la personalidad del niño y del adolescente y se difundan entre adultos, particularmente entre los padres para prevenir la violencia intrafamiliar y fortalecer la condición social de la mujer.
c) Promover a la reducción y prevención de la morbilidad y de la mortalidad materna e infantil, preferentemente de las originadas en los riesgos de la reproducción humana no planeada.
d) Promover y efectuar la prestación de servicios y la creación y desarrollo de centros de planificación de la familia, de paternidad y sexualidad responsables, de pesquisa del cáncer cérvico uterino, de mamas y del tratamiento de la esterilidad conyugal, directamente o en colaboración técnica, financiera y administrativa con instituciones públicas y privadas que tengan propósitos afines.
e) Estimular y realizar la investigación científica sobre aspectos biológicos, clínicos, psicológicos, culturales, sociales y económicos de la salud sexual y reproductiva humana.
f) Estimular y realizar investigaciones sobre el aborto y la fertilidad como problema de Salud Pública y prevenir el aborto por medio de la educación y de servicios de planificación familiar, con el fin de reducir la morbilidad y la mortalidad maternas por esa causa.
g) Promover y realizar estudios demográficos y el perfeccionamiento del registro, del análisis estadístico y de la evaluación de las actividades de planificación de la familia y paternidad responsable.
h) Promover y desarrollar programas de entrenamiento para profesionales de la salud y otros profesionales o personas interesadas en salud sexual y reproductiva.
i) Estimular el intercambio de profesionales chilenos y extranjeros para cumplir con los objetivos de Aprofa.
j) Auspiciar la elaboración de material audiovisual, publi¬cación de obras y libros en relación con su misión, objetivos y actividades.
k) Divulgar y extender sus acciones a través de voluntarios, líderes de la comunidad, medios de comunicación social.
l) Desarrollar programas de capacitación ocupacional en áreas tales como: gestión, administración, actividades productivas, directivas, sistemas y informativos relacionados o que tengan referencia con su misión.
m) Desarrollar esfuerzos para generar recursos que permitan el autofinanciamiento de la institución, ya sea que provengan de actividades o del quehacer normal de la Asociación. Para estos efectos podrá también la Asociación participar, como socios o accionista, en empresas o sociedades comerciales, cuyo giro se relacione de alguna forma con el de la Asociación. GENERAL PROVISIONS
Article 1.
The Chilean Association for the Protection of the Family is a private, non-profit corporation, not controlled by commercial interests, governed by Title XXXIII, Book I of the Civil Code and by other legal and regulatory provisions applicable to this type of corporation. It was legally constituted in Santiago de Chile on 10 July 1965 and was incorporated by Decree 2194 on 5 September 1966, published in the Official Daily on 24 September 1966.
The Association may also be known by the acronym APROFA.
Article 2.
The Association will be located in the city of Santiago, although it may establish offices in other cities in the country.
Article 3.
The Chilean Association for the Protection of the Family is a philanthropic, voluntary, apolitical corporation that respects all religious faiths and opposes all forms of discrimination based on ethnic origin, socio-economic position, political opinion, gender, age, or physical disability.
Its fundamental doctrine is inspired in human dignity, freedom, and justice. It conceives the person as an integral being in its biological, psychological, social, cultural, and spiritual dimensions, and recognises the family as the fundamental unit of all human society and community.
Article 4.
The main objective of the Association is to promote the comprehensive well-being of the family in Chile, particularly among the dispossessed and neediest sectors of society.
Special emphasis will be placed on strengthening the social condition of women and youth among the dispossessed and needy sectors of our society, and the field of sexual and reproductive health will continue to be expanded.
In order to meet this objective, the Association will act and collaborate technically, financially and administratively in the field of family planning and well-being, for which it will:
a) Promote family well-being and the sexual and reproductive health of family members, by sponsoring voluntary family planning, free from coercion, within a framework of responsible health, parenting, and sexuality.
b) Promote and carry out activities aimed at preparing persons for family life, particularly in the areas of education and health; impart these activities during all formative phases of the child and the adolescent’s personality and disseminate these activities among adults, particularly among parents, in order to prevent family violence and strengthen women’s social condition.
c) Promote the reduction and prevention of maternal and infant morbidity and mortality, preferably those causes that begin with risks associated with unplanned human reproduction.
d) Promote and provide services and create and develop centres providing services in family planning, responsible parenting, responsible sexuality, early detection of cervical-uterine and breast cancer, and the treatment of sterility in couples; this will be carried out directly or in technical, financial, and administrative collaboration with public and private institutions that share these goals.
e) Encourage and conduct scientific research on the biological, clinical, psychological, cultural, social, and economic aspects of sexual and reproductive health.
f) Encourage and conduct research on abortion and fertility as a public health problem, and prevent abortion through education and family planning services, aimed at reducing maternal morbidity and mortality by this cause.
g) Promote and conduct demographic studies and the improvement of record-keeping, statistical analysis, and the evaluation of activities related to family planning and responsible parenting.
h) Promote and develop training programmes for health professionals and other persons interested in sexual and reproductive health.
i) Encourage exchanges between Chilean and foreign professionals, aimed at meeting APROFA’s objectives.
j) Sponsor the production of audiovisual materials and the publication of works and books related to the Association’s mission, objectives, and activities.
k) Disseminate and extend actions through volunteers, community leaders, and social media.
l) Develop occupational training programmes in areas such as management, administration, income-generating activities, directives, systems and information related or referring to the Association’s mission.
m) Undertake efforts to generate resources that will enable the institution to be self-sufficient, through specific or normal activities. With this aim, the Association may also participate as a partner or stockholder in enterprises related to the Association’s purpose. All revenues or profits obtained from these interests will be earmarked for the Association’s activities.

I am a Mexican national currently living in Mexico, but grew up, got a Master's degree and worked in the US over a 30-year period, so that I am bilingual.
I have worked and consulted in the social sector for over twenty years, including nonprofits, the UN, and social science research centers.
I have translated documents covering topics from refugees and humanitarian law, to UN policies and programs, as well as microfinance, rural development, gender and feminism, reproductive health, health promotion and evaluation, quality education, environmental education, and sustainable development, among others.
I have worked almost exclusively with end clients and users, as this enables a clear understanding of our respective requirements and the production of high-quality documents.
I have collaborated on small translation teams and also headed them, and continue to work closely with team members, providing mutual support on our various translation endeavors.
I headed the team that translated the documents contained in the website http://stepstoolkit.org "Steps to Transforming Evaluation Practice for Social Change", from English to Spanish, including a glossary validated by the outsourcer Margaret Sanger Center International/Planned Parenthood at New York City.
In editing work, I recently restructured the final report of a 3-year contract held by the California Institute for Rural Studies with The California Endowment, including phone interviews with each of the 3 authors, in order to obtain an excellent document.
