: Doesn't it mean accreditation bodies? I think they're doing the recognising, not being recognised. That's why it says "que garantizan la validación y reconocimiento actulizado del Estado"

Hmm, maybe I've read it the wrong way round. I think it's odd though to talk about 'accreditation bodies' with 'a sense of responsibility and cooperation' - isn't that a given in accreditation bodies?

: Agree with Phil's take on it. I think the "sentido de responsibilidad " refers to the "vinculación", i.e. the spirit of the link rather than the "instancias" per se...
