I know is usually paying off the costs of something, in this case the stripping or excavation, but without a dictionary to support my guess, I wonder whether what is meant here is overcoming the effects of striping, that is post-stripping reclamation.

The Committee reached a consensus that capitalized **stripping costs should be amortized** on a rational and systematic manner over the reserves that directly benefit from the specific stripping activity. In the mining industry the unit of production method is generally the appropriate method.
