Selected
History of foreign law and state political systems
History of foreign legal and political systems
OR
History of foreign law and state political systems
Although there is no course that would correspond to История государства и права зарубежных стран exactly, there is a couple of courses that might be worth to consider:
Foreign Law
and
Comparative Political Systems:

Thanks to all for your comments. I would rather not use comparative. Here is why: the Russian course might have been a comparative study/analysis of the different political and legal systems. Or it might have been a simple review (here is how things are done in the European Union, all clear? Here is how they do it in the U.S., any questions? Let’s move on to the Islamic world, etc., without actually comparing and analyzing the differences and similarities). Since the title of the original doe not contain Сравнительный анализ…. I would rather not assume that it was a comparative study. Thanks again.

Yes, it appears I am wrong, which can often happen when you poke at titles in isolation (i.e., without context)
