Thanks to both Proto and Leochan. So 時よとまれ、君は美しい refers to the film "Visions of Eight", but the meaning is really quite different from the English title. . .

Japanese movie titles tend to ride coattails(e.g. after "Pretty Woman" proved a hit, the film "Runaway Bride" was called "Pretty Bride" and "A League of Their Own" was called "Pretty League"), so it may very well be titled with no specific person in mind.

Leochan has just given a synopsis of the movie contents, which show it to be a documentary examining the losers of the 1972 Munich Olympics. So the "You are beautiful" part most likely refers to those people. Then agaim, as Leochan also noted,

タイトルのeightというのは、例えば、8人の著名なディレクターがこの映画に関わったっためこのタイトルになったようです。

Visions of Eight

You may already know this, but this is the Japanese title of the Henry Mancini film "Visions of Eight."

Although I haven't seen the film, the literal translation of the Japanese title would be: "Stop, o time. You are beautiful", where "you" is most likely not time, but a seperate person. The part before the comma is an apostrophe to time, and after an address to an individual. A more natural phrasing might be:
"Time be still, for she is beautiful."

You can stop even time, you are so beautiful...

It's very poetic, so translation becomes a poetic interpretation here...I have a few more translations, such as "Your beauty stops even time", "Stop, Time, for you are beautiful...", etc., but my original translation seems the most evocative and literal...Um um um...
