J'hésite beaucoup, il semble que "Conseiller d'État" existe mais n'est pas très répandu. Est-ce un terme réservé à l'Italie ou bien existe-t-il un terme plus approprié ?

Conseiller ministériel /Conseiller auprès du Ministre ...

Il ne s'agit pas du conseiller d'état (qui est membre du Conseil d'état et non pas du gouvernement) mais du conseiller d'un ministre donc conseiller ministériel ou dans ton cas Conseiller auprès du Ministre

Conseiller d'État

IATE le traduit "conseiller d'état" (auprès du ministre/du ministère...). Je pense qu'il peut y aller, vu qu'il s'agit d'une fonction typiquement italienne.
