Although, I would have liked to see more context to come up with something more definitive, but I believe position here means a "bearish or bullish" position based on the relevant inventory. In other words the municipal traders would be trading with others based on the bearish or bullish positions adopted on a particular inventory.
bearish = نزولی / کاهشی
bullish = افزایشی / صعودی

The inventory position is defined as the amount of inventory on hand plus the amount of inventory on order.
