in the text I am translating they are considered free hand techniques (散手技术) that a martial arts practitioner should achieve during training. 势 usually means posture or momentum but none of these terms seem to fit in these expressions.

The first reference, below, has concrete examples and the baidu entry for 借势打势 seems helpful, too:
"借势打势 means giving prompt and precise attack by taking advantage of an opponent’s posture and strength”
Ordinarily, of course, 见势 and 借势 can be equated with 乘势 “seize an opportunity."
