Spanish term (edited): publicidad formal

I just made this up, but I think it is both useful and accurate. USEFUL because the terms "publicity" and "to publish" are already used for this concept, but adding "statutory" would prevent confusion with book publishing. And ACCURATE because publicly accessible registries of land ownership, joint-stock companies, criminal records and so forth all exist because the law so commands.
