The defendant's solicitor outlined that he would request that any adjournment would be peremptory and the case was ultimately adjourned to the 21st September next peremptory against the State for DPP's directions.

I don't get the meaning of the sentence in the part "peremptory against the State for DPP's directions". Thank you in advance for any clarification

Next здесь, как мне представляется, означает "будущего года" или "этого года", в зависимости от текущей даты. Т.е. "ближайшее" 21 сентября.

The part in quotes seems to mean that the State must have DPP's directions (for what to do next) ready on or before the date to which the adjournment is being made (otherwise, the case may or even will be struck out), but I'm not sure how to interpret the "next" in "the 21st September next peremptory"
