I think it refers to the fact that the financial systems are unsupportive, not looking out for others, very selfishly just in it for themselves. It was quite hard to find references for this one.
In the image attached, the word 'unsupportive' is used to describe the financial sector, so the word 'unsupportive' may be used in this context.

: I now prefer patinba's suggestion, although strictly speaking solidarity is a noun and solidarity-based is a bit of a get out. Apparently there is an adjective form (solidaric: Characterized by solidarity. ), but nobody ever uses it.
