Yes. Thanks. It means your taxes are used to fund the system. Non-solidarity is when you pay just for your own health coverage.

I think it refers to the fact that the financial systems are unsupportive, not looking out for others, very selfishly just in it for themselves. It was quite hard to find references for this one.

In the image attached, the word 'unsupportive' is used to describe the financial sector, so the word 'unsupportive' may be used in this context.

neutral neilmac : I now prefer patinba's suggestion, although strictly speaking solidarity is a noun and solidarity-based is a bit of a get out. Apparently there is an adjective form (solidaric: Characterized by solidarity. ), but nobody ever uses it.

This asker like a high level of confidence. So here it is.

Socially non-inclusive - rather than exclusionary in the Basque Country and Navarra - as low-income propulations are left out of the equation of contributions and access to healthcare.

Otherwise, nothing to do with joint and several financing - again, switched around 40 years ago to the vogue term of funding on the New York Stock Exhange and City of London - but rather with integración social = social inclusiveness.
