Could you please paraphrase the firs part of the sentence?

desdend: to appear suddenly and often disconcertingly as if from above

Or does the phrase have to do with "easing restrictions"?

As lockdown started/commenced.

I believe in this context it means as lockdown commenced he began fixing old bikes...

Or as the country was plunged into lockdown.

'Descend' is used in a similar way here as it would be when using it with chaos or darkness for example:

- The country descended into chaos
- As darkness descended, they lit a fire.

Example sentence:

As the country descended into lockdown, businesses faced tighter restrictions.
