This is from a short amendment to a Commercial Agreement between a leading home improvement company in France and a supplier. It is not stated what the supplier is actually supplying. Could these be translated as 'Homeowners Platform'? Any ideas most welcome, thanks!

Les Parties ont signé un contrat  intitulé « Conditions de Référencement Plateforme Habitants Particuliers» en date du ………. et un contrat « Convention Unique 2021 – Plateforme Habitants Particuliers » en date du ……….. accompagné de son plan d’affaires (ci-après ensemble « les Accords ») qui définissent  les relations commerciales négociées entre le Fournisseur et X ainsi que leurs obligations respectives et qui régit l’intégralité de leur relation, et ce pour l’année 2021.

For Residential Properties

This seems to be part of a heading of a contract, specifying residential (as opposed to commercial)properties. I don't think "habitants" should be translated as "Homeowners", because the occupant could be a renter.

Non-Business Occupants Platform

"Référencement" is listing -- if your product gets listed by a retailer, it means that you have been approved to starting selling to it.

The word "platforme", I imagine, means an ecommerce website.

The term "particulier" means a private individual as opposed to a business.
In banking you would talk about personal accounts and business accounts, but you can't use "personal" here, it doesn't fit, hence "non-business" is the best we can probably do.

An "occupant" is somebody who lives somewhere, whether they own the property or are renting.

You can also have Resident or Occupier instead of Occupant.
