Re. SNCF I suspect that the type of tool punch stamp thing is of a type that was used widely by the SNCF and that the name stuck.

Think of hallmarked jewelry I think it is a stamp that is marked with a number. It is not about the number of stamps ;-) but about the number, like a code. A "poinçon" can perforate but can also leave a mark, and not necessarily make a hole. What I'm getting at is that it can be like a hallmark, laid into the metal.

Each applicant if he is already an SNCF employee will perhaps already have his own numbered poincon so that they can trace who has inspected whatever it is they are inspecting. When I worked in aero quality control I had my specific numbered stamp which was applied on top of signature. More context from asker would help!

If it concerns safety test, it should be a marking/identificating made on materials to confirm it follows the requirements and norms required by SNCF.
Each type of piece should have a designated number in concordance with the norms in place.

This document shows the term being used as some sort of employee number or ID number (possibly Canadian usage), so my assumption was that it is the employee filling in the safety questionnaire who has to provide their ID number for audit purposes.

Can be a rubber stamp or for materials such as steel an actual number stamp to be marked on the part. Obvously not on a machined surface or similar.

This would be a mark made on metal. This is the only translation I can think of that makes sense in the context of industrial material.
