No estoy seguro si "water consumption fee" es una traducción adecuada en este caso.

[water] consumption charge

Or fee, but definitely not "quota".

"Water Consumption Charge - cost of producing and treating water, billed per 1,000 gallons of metered water flow."

water consumption quota

Water quota is the standard of quantity of water intake per capita, or per area, or per product in unit time (Gu 2002). It is also a comprehensive reflection of the users’ water demand and levels of water-saving and water management.

consumption charge

This is with respect to a rural community and its supply of drinkable water. Members of the community pay monthly contributions in order to have access to a supply of drinkable water.
A project established a committee trained in the responsibility and preventative maintenance of drinkable water and sanitation. A monthly consumption charge was implemented.
Example sentence:

"La mayoría de las ciudades cobran el agua en función de una fórmula que incorpora una cuota por consumo volumétrico y una cuota de servicio."

"Most of the cities charge for water based on a formula which incorporates a metered charge and a service fee."

The project also included the establishment of the Potable Water and Sanitation Committee, which was charged with the preventive maintenance of the water system, the establishment of the water consumption charge(s) /rate and Law 722, "Special Law for Potable Water and Sanitation Committees".

I am not sure, but even in my country, and I am assuming that the charge/rate is different for residential vs. commercial entities, a tiered rate approach, if you will.

The families are happy because they have sinks, showers and toilets" explains Angela Durand, a neighbor who coordinates the local Water and Sanitation Committee (CAPS, in Spanish). This committee is one of the 5,200 community-driven organizations that manage and operate water systems in rural areas and currently serve more than 1 million people in Nicaragua.
