A currency's "避險特性", or "hedging characteristics", seem to refer to the currency's _suitability_ for use in hedging, i.e., to how well the currency can be used to minimize market risks.

Looking around online, it appears that "safe haven" is the form used by academics, and "hedging" is the form used by businessmen.
For example, performing the following Google search on the SEC's EDGAR database...
"safe haven characteristics" site:https://www.sec.gov/Archives/edgar/data/
...yields 15 results, while performing the following search...
"hedging characteristics" site:https://www.sec.gov/Archives/edgar/data/
...yields "about 120" results.
However, searching the whole Web with Google produces far more results for "safe haven characteristics" than for "hedging characteristics", though almost all of these results appear to be academic articles.
So, I think it depends on what sort of source the questioner is translating. If it is a company document or business article, then I would suggest my original translation, but if it is an academic article or book, then I would suggest "the safe-haven characteristics of the US dollar" or "the dollar's safe-haven characteristics" (removing the hyphen if the context permits it).
