Inputs sounds a little weird to me here, so perhaps "necessary elements" or just "requirements".

My guess is that the pronoun "lo" refers to the objectives of the research proposal, but please double check it in the context. It might refer to the methodology.
There is no easy way to translate this "tiene", so there are a couple of options, as "are specified" or "are considered".
