Thanks for the question. The sentence with "ese factor personal" is the beginning of a paragraph. The last sentence in the preceding paragraph is "La acreditacion del factor personal como miembro de las FARC es unicamente posible mediante la inclusion de una persona in los listados presentados por el delegado de las FARC-EP y con la acreditacion que al respecto haga la Oficina del Alto Comisionado para la Paz."
Apologies, I mixed up the order of my sample sentences in the initial query.
