Also... I've assumed that the plein de 3 Millions d’Euros is the insurers' because it made sense in context. It could be other things too but only you will know. By the way, the English translation of plein (de souscription) is "(underwriting) line", should you need it for your translation.

More info needed, but à tout hasard... I assume this is about insurance (as you said) and not about reinsurance. Difficult without more context, but as a general rule, plein (de souscription) = the maximum line an insurer is prepared to write on a risk/policy, etc. (not to be mistaken of course with the preceding ligne, which is the primary/underlying layer/cover, etc.). By extension, it defines what insurers are committed to once the contract has been signed.<P>Does your text say that there is a kind of annual cap of €3Mios (e.g. cover can be reinstated once)? If the answer is yes, it could mean that whatever impacts the first 1.5 Mio (cover/layer) will be taken into account ("will contribute to") to determine if and when the 3 Mios limit is reached. For example: say the deductible = 1 Mio and that the loss from the ground up = 1.5 Mio, then the loss to the primary cover/layer = 0.5 Mio. At the end of the year (or possibly during the course of the policy too), that 0.5 Mio will be taken into account to determine if and how much of the 3 Mio line has been 'used' (and to determine how much reinstatement premium (proportional percentage) must be paid).<p>More info on the ins programme will help answering y/q
