L’impianto di messa a terra è stato progettato in base alla norma CEI EN 61936-1 (CEI 99-2): impianti elettrici con tensione superiore a1kV in corrente alternata e CEI EN 50522 (CEI 99-3): messa a terra degli impianti elettrici a tensione superiore a 1 kV in c.a.
Per la determinazione del valore della resistenza di terra RE è necessario conoscere il valore della corrente di guasto monofase a terra IE ed il tempo di intervento delle protezioni per guasti a terra sul lato di consegna MT.

It's earth/ground fault current. I don't know enough about the subject to know whether IE is just two letters chosen arbitrarily by the writer, universally used in all languages, or needs "translating" into English.
