No sé que significa pct. Por otra parte (pce2016 /pct2011 -1) parece una fórmula.

¿qué miden las encuestas? En cualquier caso, la fórmula mide el incremento percentual (de lo que sea) entre 2011 y 2016, eso es matemático.
También puede ser la abreviatura de "por ciento"......
