I'm translating a criminal record certificate from Cuban Spanish into American English. The phrase "Nacional por Organismo" appears near the top of the certificate above the name, date of birth, etc. Here's the context:

"REPUBLICA DE CUBA
MINISTERIO DE JUSTICIA
Registro Central de Sancionados
CERTIFICACION DE ANTECEDENTES PENALES

Nacional por Organismo

Primer apellido: XXX"

Aporte No tiene mucho sentido "Nacional por Organismo", pero es lo que aparece en una certificación de antecedentes penales de Cuba. No queda más que una traducción literal, algo así como: "Nationally, according to body".

I agree that something is missing here. "Nacional" is an adjective, and in this context there seems to be nothing for it to modify.

There are different types of Cuban criminal records. The ones with the phrase"Nacional por organismo" are meant to be used by "organismos" (in English, official entities).
