At the heart of the day-to-day operations in India were the Company
meetings and their associated Consultation Book. Master required meetings
to be held twice a week on a Monday and Thursday, commencing
at eight in the morning. Only specific office-holders were allowed to
attend and none of the latter could be debarred without approval being
obtained from London, and even then only according to strict conditions.
All decisions were to be taken through free and open debate and then
voted upon; discussions were recorded in the Consultation Book even if
no decisions had been reached; dissenting opinion was also recorded and
then, crucially, all members of the council were required to sign each
entry or amendment to confirm it was an authentic record. In this way
the written record made the entire group responsible for the conduct
of business and no one person could dominate. Copies of Consultation
Books from SUB-FACTORIES were sent up the hierarchy for scrutiny, and
copies of them all were sent annually to London, also signed by all
council members.

sede secondaria (della Compagnia)

Suppongo si tratti degli uffici secondari, che mandavano i loro registri agli uffici più importanti perché venissero controllati.

io direi stabilimenti, dato che il termine factory di solito si riferisce alla fabbrica, al luogo di produzione.

non so, a me era venuto in mente "filiali", che già è abbastanza "subordinato", però qui ci vorrebbe un esperto di economia aziendale per conoscere le varie differenze. A me il termine non suggerisce la traduzione filiali o sottofliali che siano.
