Usually the full name of a 分理处 is A行B分行C支行D分理处 or A行B分行营业部D分理处 (if the 分理处 is under 营业部 instead of 支行). 分行营业部 is equivalent to 分行 because it is operated directly by the 分行. I think 营 itself makes it clear that 分 refers to 分理处.

You'll find that this is a tender invitation from a company in 盐城.
2. 建设银行 does have a 榆北分理处 in 盐城市. (This can be proven by googling and checking CCB's website.)
3. 建设银行 is called 建行 in common parlance (in China). There's no other bank that's shortened to 建.
4. 市 almost always refers to a 地级市.
5. As for 营, it almost always refers to 营业部, and 营业部 is always under the main branch of a 市, 县 or whatever.
6. In China, the bank hierarchy goes this way: 总行 (which is Beijing for CCB) -> 分行 (省 and 市, 州 or whatever at 地级/prefecture level) -> 支行 -> 分理处
I don't remember (and have double checked as well) any place in China at prefecture level that starts with 榆北. So it can't be a 分行 but a 分理处.
So CCB in which place has a 分理处 starting with 榆北? Google results say only 盐城.
With the branch name expanded, you can use the usual method to translate bank branches into English.
