I couldn't offer a translation However, medical containment is defined as the action of keeping something medically harmful under control or within limits; and a feed is a device or pipe for supplying material to a machine, or to a person hooked up to a machine. So I suppose these feeds are pumping drugs into people attached to machines. It could be for good reasons (they're contaminated so in quarantine care, or mentally ill, etc), or they could be in the process of being brainwashed; or maybe their minds are being sucked dry at the same time as they're being fed with something. In sci-fi there's no limit, after all!
