「ダウンロードする」seems sufficient in Japanese. A translation such as「700万人のアクティブ・ユーザーの仲間入りをする」or anything to that effect will sound a bit lengthy and unnatural. Worse still is that it doesn't convey the message "Download" as effectively as 「ダウンロードする」.

'join active users' sounds like you can connect or interact with the existing users on that downloaded software which has online forum or chat/message feature.

If this guess was totally wrong, I go with 700万人のアクティブユーザーに加わろう.
