"Secretaría" of what? Which gov't agency is this "protocolo" being developed for? Hacienda/finanzas? I'd look up their counterparts in EN-speaking countries to see what kind of guidelines/policies/procedures they have in place to identify their corrupt officials connected with organized crime.
