I gather that 'forvalg' is a preset or pre-choice for making phone calls using your landline in Norway when the line is provided by Telenor but you're paying a different provider when making calls. There's a forvalg using a prefix - i.e. you dial a 4 digit number before dialling:
1234 PAUSE 1234566778 (the number you were calling anyway)
Whereas 'fast forvalg' is where your phone automatically adds the 4 digit prefix each time you dial.
I'm trying to work out what a good term for this in English might be. Automatic call override? Automatic dial prefix? Help appreciated.
