The proposed location was ruled out because it would interfere with the ballast water piping manifold for the Brick (see Appendix B - Concept Drawings, 143106A-520-43S04). Modification of this piping was initially considered feasible, although the work required would be extensive. Subsequent investigation of the platform operating procedures showed that the ballast system was required to be operable at all times to maintain on-bottom stability. The platform Offshore Installation Manager (OIM) confirmed during the study that the platform was ballasted at that time. Ballast water is taken onboard in anticipation of a typhoon event and can be pumped out once the threat has subsided. Thus the ballast water manifold would first have to be duplicated in a new position, prior to removal of the original piping from the Brick. Furthermore, the Brick silo housing the manifold is one of the only two entrances for access into the Brick. A new entrance for accessing the Brick would have to be provided.
