Потому что переводим с РУССКОГО (т.е. справка исходно выдана органом, ведущим делопроизводство на русском) на АНГЛИЙСКИЙ. А на разные варианты с добавлением слова Russia, наиболее часто встречается именно этот.
Есть еще и "No Criminal Conviction Certificate - но это уже "Справка об отсутствии судимости"
Police clearance - шире (напомню о дискуссии про Ванкуверскую полицию, в ходе которой выяснилось, что этот clearance охватывает и административные нарушения, и даже отсутствие каких-либо записей в делах канадской конттразведки RCMP).
Есть еще и "No Criminal Conviction Certificate - но это уже "Справка об отсутствии судимости"

Олег прав. В разных странах такая справка и называется по-разному и содержит разную информацию относительно criminal history/record индивида.

А Вы уверены, что эта справка так официально называется в Украине? В России она называется вот как - "СПРАВКА О НАЛИЧИИ (ОТСУТСТВИИ) СУДИМОСТИ И (ИЛИ) ФАКТА УГОЛОВНОГО ПРЕСЛЕДОВАНИЯ ЛИБО О ПРЕКРАЩЕНИИ УГОЛОВНОГО ПРЕСЛЕДОВАНИЯ" http://www.mvd.ru/mvd/documents/reglaments/
От точного названия и содержания можно дальше танцевать с вариантами перевода.
