It seems an indefinite number of better answers can be found in the thesaurus. Anyway, the minimum would be to say \"it has been only six months since\" instead of \"there are/were only 6 months since\".

To elapse ===== to pass (time)

I would also put "the" in front of "Quebec government system" and eliminate the "of" in front of 'technology"
