Italian to English Law/Patents Law: Contract(s) arbitration proceedings

Context:this is in a pleading and addressed to the arbitral tribunal directly by one of the parties:

quote Respingere le domande tutte proposte da aaa nei confronti di bbb. nel presente procedimento arbitrale, dichiarando la propria incompetenza a conoscere delle domande risarcitorie proposte nelle memorie ....unquote
It is the verb conoscere that leaves me in doubt. I think that conoscere here means to judge or have jurisdiction ever or to decide on the claims for compensation but cannot find confirmation in De Franchis. I see by googling the wording is in the Codice di Processo Amministrativo but cannot see any English for it. All suggestions welcome.
