If you know exactly what action is involved in 'proceeds', you would do best to choose a suitable verb; in practice, I suspect it means 'selects who may speak next', but there's probably a bit more to it than that!

neutral Tony M : I also can't help thinking this slightly changes the meaning; would this still hold good if 'authority' were replaced by 'initiative', for example?
