It´s not clear if the context is Brazilian or other. In Brazil, public employees have special, advantageous, terms of employment, compared to private sector employees. And there are fixed-term employment contracts, which limit certain rights, therefore the expression "por tempo indeterminado", to make clear that these limitations do not apply. All these factors are important if and when the employee decides to take the employer to the labour court to make a claim, a frighteningly commun and profitable occurance.
Perhaps a similar concept exists in Portugal, which was the source of such concepts for Brazil.
